Public Notice Highway 17 Lift Station Improvements FNSI
PUBLIC NOTICE
PUBLIC NOTICE IS HEREBY GIVEN THAT THE CITY OF EAGLE GROVE HIGHWAY 17 LIFT STATION IMPROVEMENTS PROJECT HAS BEEN ISSUED A REAFFIRMATION OF THE FINDING OF NO SIGNIFICANT IMPACT. THIS PROJECT IS BEING FUNDED IN PART OR WHOLE BY SRF FUNDING.
This project has previously been reviewed by the Iowa Department of Natural Resources (DNR) and a Finding of No Significant Impact (FNSI) was issued on August 19, 2025 and subsequently finalized on September 19, 2025. An additional area outside the original environmental review requires work for the proposed project. The additional work includes extending the proposed force main south from the originally proposed discharge manhole location on Commercial Avenue, to a discharge location in the southern portion of the collection system, and closer to the Wastewater Treatment Facility. The scope also adds that the lift station pumps and force main sizing will consider the existing and projected flows. The original proposed project, which already cleared environmental review includes replacing the Highway 17 lift station with a new submersible lift station and various collection system improvements. This work includes demolishing the existing lift station, installing the new lift station structure, pumps, electrical and controls, valves, piping, and backup generator, plus all necessary connections and appurtenances. The original scope also includes a force main from the lift station to a discharge manhole on Commercial Avenue. Collection system improvements to address inflow and infiltration include cleaning and televising, lateral repairs, grouting, chimney seals, lining or replacing areas of existing collection system piping, replacing or lining existing manholes, and raising the rim elevation of manholes where necessary. Given the scope and location of the proposed additional work, no impacts of the environmental criteria listed in 40 CFR (Code of Federal Regulations) Part 6 are anticipated.
The original FNSI is hereby Reaffirmed to include the scope alteration listed above. This action is taken on the basis of a careful review of supporting information that is on file at the DNR’s Des Moines, Iowa office. The Reaffirmation documentation for this project is available online at www.IowaSRF.com/ER. The DNR will not take any administrative action on the project for at least thirty (30) calendar days from the publication of this Notice.
